Government of Ireland 2023 International Education Scholarships (GOI-IES)

The application period for the Government of Ireland Scholarship for International Students is now open. The Higher Education Authority funds the 2023 Scholarship Programme, which is an established national initiative (HEA).

The Ireland government scholarship is available to pursue a Bachelor’s, Master’s, MPhil, or Doctoral degree from one of Ireland’s higher education institutions in any academic discipline. This is a full-fledged Irish Scholarship that will cover all of the student’s expenses.

About the Government of Ireland

The Government of Ireland (Irish: Rialtas na hÉireann) is Ireland’s cabinet that has executive authority. The Irish Constitution vests executive authority in a government led by the Taoiseach, the head of government. The cabinet is another name for the government.

Scholarship Benefit

The Government of Ireland – International Education Scholarships will be awarded to high-achieving students from non-EU/EEA countries for a year of full-time study in Ireland.

The following terms and conditions will apply:

  • The HEA will award a scholarship of €10,000 to the student (via the HEI that the student attends) for one academic year. This fund is intended to cover student and living expenses.

    The scholarship could be used for the GOI-IES website.

    • one year of a taught master’s degree programme or;
    • one year of a research programme (e.g. one year of a 2-year research masters or a 3-4-year PhD programme).
  • The scholarship stipend will be transferred to the successful applicant’s host higher education institution (HEI). The HEI will then implement a system for transferring funds to the awardee.

     

  • The HEI must provide the student with a FULL fee waiver for the scholarship year (i.e. tuition fee and registration charge are waived).

This is the minimum amount of matching funding that institutions must contribute to the scholarship scheme.

Eligibility Criteria

Applicants must be from a country other than the EU/EEA, the United Kingdom, or Switzerland. Please see the footnote below and our FAQ for more information on domiciliary of origin.

Candidates must demonstrate:

  •  A record of outstanding academic achievement
  •  Excellent communication skills;
  •  Participation in extra curriculum activities. For example: humanitarian work; politics either local, national or international; arts; sports;
  •  A strong rationale for pursuing their study in Ireland that indicates how a GOI-IES aligns with their longer-term goals.

Irish Higher Education Institutions Eligible Applicants must apply for admission to a relevant Master’s or PhD programme offered by an eligible HEI (see Appendix 1) in accordance with the admission procedures of that institution.

At the time of application, applicants are expected to have a conditional or final offer of admission to the HEI and will be required to submit a copy of the same.

Institutions Eligible for the Call for Applications Scholarships will be approved only for programs that lead to a higher education award that is included in the National Qualifications Framework (NQF) at Levels 9 or 10, and is issued by one of the following awarding bodies in 2023:

  • Quality and Qualifications Ireland (QQI)
  • Technological Universities and Institutes of Technology with delegated authority to make awards
  • RCSI University of Medicine and Health Sciences
  • Irish Universities

The call includes a scoring system (total of 100 points), with the relevant scores shown in brackets after the key selection criteria.

Applications must include the following information, as requested by the online application tool:

  • Academic qualifications, achievements and/or work experience (40 marks)

     

  • Personal Statement (refer to the Candidate Profile). Applicants will be required to demonstrate:
    • the benefit of becoming a GOI-IES Scholar; to themselves (personally and professionally), to the institution, to Ireland (economically and societally), as well as their country of origin. (15 marks);
    • how they will extend themselves beyond their project/studies to become actively involved in Irish society in order to maximise their academic and cultural exchange experience and to raise awareness of the GOI-IES scheme in Ireland and beyond (15 marks);
    • the extent to which they have a long-term interest in Ireland and how they will promote links with Ireland during their time as scholars and also after as Alumni (15 marks).

     

  • Two references uploaded via the online application portal (please note that the HEA is not able to accept references submitted via email or other sources outside of the online application portal) (15 marks)
